INTRODUCTION/POWERS:-

The Office of the Secretary to the State Government translates all Government policies and programmes. It also coordinates the activities of all Ministries, Departments and Agencies [MDA’s] in line with the aspiration and policies of Government in power.

The office has three [3] functional Directorates as follows:

• Administration and Finance, Chieftaincy and religious Affairs.

• Special Services and Council Affairs Directorate.

• Research, Evaluation and Political Affairs.

MISSION:- Coordinating the activities of the MDA’s by ensuring that Government policies/programmes are fully implemented.

OBJECTIVE:-

• Encourage effective and efficient service delivery through collective efforts.

CORE MANDATES:-

• Coordinating the activities of Ministries, Parastatals and Extra – Ministerial Departments.

• Serve as its secretariat for executive Council meeting.

• Monitoring the Implementation of Executive Council resolutions by Government organizations.

• Processing of political appointment.

• Coordination of internal and external relations in areas of mutual agreement between the State Government and other States and the Federal Government.

FUNCTIONS:- ADMINISTRATION AND FINANCE /CHIEFTAINCY RELIGIOUS AFFAIRS AND SHARI’A IMPLEMENTATION DIRECTORATE.

• General Administration of Secretary to the State Government’s office.

• Payment of Political office.

• Coordinating of Ministries, Parastatals and Extra-Ministerial Departments.

• Monitor Policy Implementation of Government Agencies.

• Preparation of annual Report, Brief and monthly returns.

FUNCTIONS:- RESEARCH, EVALUATION AND POLITICAL AFFAIRS DIRECTORATE.

• Processing of Political appointments of Political office.

• Co-ordination of visit of VVIPs.

• Responsible for all Committees and Commissions appointed by Government.

• Responsible for analysis Reports of committees’ set-up by Government including drafting of white papers.

• Investigates and process petitions and complaints by private individuals retired and serving public officers.

• Responsible for matters relating to Nigeria Citizenship and Merit Awards.

• Compiling of and keeping records of the resolutions passed by State House of Assembly as well as making follow-ups to ensure compliance by the affected Ministries/ Departments.

• Any other duties assigned by the Secretary to the State Government.

FUNCTIONS:- SPECIAL SERVICE AND COUNCIL AFFAIRS DIRECTORATE.

• Collating, analyzing, evaluating of intelligence reports.

• Acting as intelligence resource of the State Government.

• Coordinating of Security Matters.

• Providing necessary guidance to Local Government District and Village Security Committees.

• Organizing security induction workshops of security awareness courses in conjunction with Department of State security for Government functionaries and staff of Local Governments.

• Holding regular meetings with members of Local Government, District and Village Committee to discuss common problems and ideas.

• Issuance of identify Identification Cards to top Government functionaries and providing security numbers to their vehicles.

• Ensures security and protection of all council documents. Secretariat of the finance and General purpose.

ACHIEVEMENTS:-

• RE-structuring, Rationalization of Ministries, Departments and Agencies to reduce the cost of governance.
• Introduction of standardized indigenous measures [MUDU] for use in markets across the State in partnership with Jigawa State Council of Ulama and ENABLE 2.
• Provision of relief materials consisting of assorted food stuffs and building materials worth thirty one million, two hundred and twenty one thousand naira [N31, 221,000.00] to the victims of flood disaster across the State.
• Sustenance of joint task force [Operation Salama] in the State which comprised all security Agencies so as to tackle security challenges.
• Establishment of drug abuse control Committee to check mate the menace of drug abuse in the State.
• Provides financial and logistic support to the Security Agencies.
• Established Adhoc Committees on various issues and provision of Secretariat support to facilitate their activities.
• Settlement of inter - State boundary disputes.
• Overcoming the intense kidnapping and Armed Robbery in Gwaram and Kiyawa axis.
• Disbandment of hoodlums hideout at Balma and Lamba Forest in Gwaram Local Government.
