BUREAU FOR STATE AND LOCAL GOVERNMENT REFORM

PROFILE

MISSION:

“ To promote participatory government as a means to strength democracy and good governance; facilitate improve living conditions and promote understanding and cooperation among jigawa people; ensure the convergence of State Government goals and those of development partners and ensure the sustenance of the reform programme of the  state Government”.

FUNCTIONS OF THE BUREAU:

1.       The principal function of the Bureau shall be:-

a.       To study existing government policies and suggest areas of reform;

b.      To advise the State and Local Government on areas that needs reforms for effective governance.

c.       To facilitate the implementation of reform in respect of state and Local Government policies; and

2.       In addition to the forgoing, the Bureau shall perform the following function :-

a.       To involve all stakeholders in the reform process;

b.      To organize stakeholders’ conference;

c.       To engage in wider consultation with the general public with a view to knowing their expectation of government and channel same to the appropriate authority;

d.      To study existing Government policies on poverty eradication and economic empowerment and see to the improvement of same;

e.      To encourage the establishment and sustenance of more functional administrative structure that would timely and efficiently deliver service;

f.        To encourage the institution of a data bank and information networking

g.       To facilitate change of attitude, perception and conceptualization of general public on matters of Governance.

h.      To organize a refresher course and sensitization seminar for political office holders on how best to relate with the public servant and tot the electorate;

i.         To evolve a system of regulating and monitoring of public expenditure through proper book keeping and transparency;

j.        To evolve ways of improving supervision and inspection system;

k.       To bring to the attention of the appropriate authority on advisory capacity necessary to effect reform or improvement in the areas(s) identified.

ACHIEVEMENTS

Over the last seven years, the Bureau has developed and implemented numerous reforms of government in Jigawa to support the achievement of its mission:

-          Accounts training for 180 staff of the Ministry of Treasury Operations;

-          The Hannu Daya radio programme facilitating dialogue between civil society and government;

-          Reform within the  Ministries of Budget, Planning & Expenditure Control; Water Recourses, Salaries and Pensions Administration, Local Government, and Environment;

-          Participatory assessment of public Financial Management leading to Improved systems and procedures;

-          Performance Improvement plan for the Millennium Village Commission;

-          Publicity and advocacy work with civil society groups;

-          Support to House of Assembly Committees, particularly public accounts;

-          Support to House for the production of Jigawa State Economic Empowerment and Development strategy (j-SEEDS) document, Including abridged versions in English and Hausa, and a 13 episode Hausa Radio Drama,

-          Support for an “issue Based project” Improving provision of water to ten health facilities across the state;

-          Support to Local Government Economic Empowerment and Development strategies (LEEDS). Nine of the 27 local Governments in the state now have LEEDs.
