Alhaji Hussaini Ali Kila was born on 13th February, 1964 in Kila town, Gwaram Local Government Area. The new Head of Civil Service, attended the prestigious Government College, Birnin Kudu..
He obtained his Bachelor of Arts Humanities (Comb) from Bayero University, Kano in 1987 and after his service year (NYSC) with the Army Day Secondary School, Zuru in the old Sokoto State, began his working career as a Classroom Teacher with then Kano State Government in 1988.
The new Head of the Civil Service, rose through the ranks over the years to become a Permanent Secretary in July, 2011 a position he held until his new appointment in December, 2019.
He had attended courses and workshops on capacity building and also presented papers on various issues in relation to effective service delivery, among others and served on various Boards and Committees.
The new Head of the Civil Service was also the Clerk of the Jigawa State House of Assembly from 4th February, 2016 to December, 2018.
Until his appointment as the new Head of the Civil Service, Alhaji Hussaini Ali Kila was the Permanent Secretary in charge of the Directorate of Manpower Development and Training in the office of the Head of the Civil Service, Jigawa State.

INTRODUCTION/POWERS:-
The Office of the Head of Civil Service is the highest office in the State Civil/Public Service vested with the responsibility of Planning, Organizing, management and motivation of the Civil Service.
In discharging these core functions, the Office issues and interprets circulars internal and External for the general direction of the Public Service in respect of conditions of service, staff welfare, Industrial Relations, Manpower Development and Training etc.
It is pertinent to mention that the Office of the Head of Civil Service executes its mandate in close relationships with the State Civil Service Commission and Local Government Service.
It is to be noted that the Office of Head of Civil Service issues instructions and guidelines of general and specific nature through a chain of command to Ministries, Departmental Agencies through Permanent Secretaries or Head of Department as the case may be.
While the structure of any Public Institution is expected to be flexible and dynamic, it suffices to state that the structure of the Office of the Head of Civil Service (OHOS) presently consists of the following; Directorates and Departments.
The office has three [3] functional Directorates as follows:MISSION:- To provide a professional Civil Servants that is authorised on stewardship, trust and stakeholders engagement that ensures MDAs are equipped for policy management and good governance.
MANDATE:- To be responsible for leadership, management and capacity development of all Civil Servants for effective, efficient and accountable service delivery to the public.
